Oleg is Michael's landlord. He rented Michael the loft when he first got to Miami, for $200/month. Oleg was likely renting it to Michael illegally, as Michael also made an implicit promise to deny Oleg's part in things if he's ever caught.
Later, Oleg became one of Michael's clients, asking him to assist with an issue that one of his servers was having with the local criminal.
